Education Other Than In School
- When special educational needs mean that education within a school or college setting is no longer possible, safe, or suitable for the child or young person to access education effectively, Education Other Than At School (EOTAS)/Education Other Than In School (EOTIS) or Education Other Than In College (EOTIC) may need to be considered as part of an Education, Health, and Care Plan (EHCP).
EOTIS/EOTIC refers to education provisions that are delivered outside of a school setting. You may also see the term EOTIC used for post-16 provision outside of college, or other post-16 educational setting.
Unlike elective home education, this does not mean that parents take full responsibility for their child’s education. The Local Authority remains responsible for educational provisions (as detailed in Section F of a child’s EHCP).
EOTIS/EOTIC may be available for children and young people with an EHCP where it has been identified that education within a school or college setting would be inappropriate for their needs. Any provision should reflect the views, wishes, and aspirations of the child, young person and their family.


How we can help
We work alongside parents, carers, and young people to help navigate what can often feel like an overwhelming process. Support may include:·
- Applying for an EHCP with EOTIS in mind
- Reviewing or amending an existing EHCP
- Gathering evidence to support a request for EOTIS
- Communicating and negotiating with the local authority
- Supporting appeals where necessary
- Exploring and recommending suitable provision
Many young people who require EOTIS are already struggling significantly within education and cannot be educated in a school or college setting consistently. During these periods, families are often managing high levels of stress whilst trying to secure the right support.

We take time to listen carefully and build a clear understanding of each young person’s circumstances, strengths, challenges, and aspirations. From there, we help families gather the right evidence, communicate effectively with professionals, and ensure EHCPs properly reflect individual needs. We can also help families to understand the legal test for EOTIS in accordance with Section 61 of the Children and Families Act 2014.
Our approach is collaborative, compassionate, and outcomes focused. We work to secure meaningful educational programmes that enable young people to re-engage with learning, develop confidence, and thrive.
Provision in an EOTIS/EOTIC package may include:
- home tuition
- online learning
- therapeutic support
- equine learning
- mentoring
- life skills and independence
- based learning·
- vocational or interest-led opportunities
- sensory or regulation-based support
- digital and computer-based learning approaches
- community-based learning experiences
- specialist interventions
- bespoke packages tailored to individual need

Once EOTIS provision has been agreed, we can continue to support families as provision is implemented and reviewed.
